Fixed errors preventing 3-state task marks from working correctly with the Task Widget and removed miscellaneous code related to the deprecated 4-state tasks.

Changes:

• updates to support the latest task mark defnitions to allow for use with supported actions
• 3-state tasks replace the 4-state tasks for better compatibility and ease of implementation
• removal of the percentage completion task mark definition
