Create a Notion Page as a todo list. The first line of the draft will be used as a title, the remaining text split into lines each becoming a todo item. If Markdown list/task syntax (* [x]) is used in the draft, the markup will be stripped from the lines and the completion status respected.
The action is configured to ask which page to append to when run. It can be edited to select a specific page by page ID.
